LivingSocial launches takeout and delivery service

NEW YORK (AP) ? Throw away all those soy sauce-stained takeout menus.

Online deals site LivingSocial is unveiling an Internet food-ordering service. Hungry customers will be able to use it to order tacos, burgers or Pad Thai from participating restaurants over the Internet for pickup or delivery.

Aptly called "Takeout & Delivery," the service replaces LivingSocial's instant-deals site, which offered real-time discounts with tight time constraints. LivingSocial says that service was a testing ground for its new, food-focused offering.

The service is launching Thursday with more than 2,700 restaurants in 26 U.S. markets, including Atlanta, Chicago, Boston, Philadelphia, Washington and San Francisco. The two largest, Los Angeles and New York, are coming later, along with the rest of the markets that LivingSocial serves.

LivingSocial will compete with Seamless.com and GrubHub others that let people place food orders online and avoid the phone. Demand for such services has grown as people conduct more of their lives online.

Greg Mazanec, general manager of LivingSocial's new service, described phone takeout orders as a "sometimes painful experience" that requires fishing for a menu in a drawer, giving out credit card information and often getting put on hold and speaking to someone who is distracted.

Mazanec said restaurants won't have to pay to join LivingSocial's service, but they will give LivingSocial an unspecified cut of the revenue they bring in through the site. Mazanec said the amount is negotiated with each restaurant.

People using the takeout and delivery service must have a LivingSocial account, which is free to set up. That's because they will pay with a credit card on file. They don't have to sign up for the company's daily deals emails.

Jesse Mencow, manager of a Tex-Mex restaurant called California Tortilla, said the service helps simplify ordering for takeout and deliveries. The Tex-Mex restaurant has been testing the service along with other restaurants in Washington D.C., where LivingSocial is headquartered. Mencow said the service has helped attract new customers.

LivingSocial's biggest competitor, Groupon Inc., also has been looking into ways to expand beyond its daily emails. It has an instant-deals service called Groupon Now and recently launched an online scheduling tool that lets customers book appointments with small businesses more easily.

Italian Prime Minister Mario Monti's decision to take a call from an Italian lawmaker during President Barack Obama's speech highlights the tentativeness of his claim to authority.

When Barack Obama praised Italian?Prime Minister Mario Monti's?work fighting his country's debt crisis, Italy's leader wasn't there to listen. He was talking on his cell phone.

According to leaks from Mr. Monti's staff, he had to take an ?urgent call? from Fabrizio Cicchitto, a senior lawmaker from former leader Silvio Berlusconi's Freedom Party, just as the United States president began his speech during yesterday's nuclear energy summit in Seoul. The prime minister's?staff refused to disclose the topic of such an urgent conversation.?

While the world was well-acquainted with Mr. Berlusconi's gaffes (such has his description of Obama as a ?young man with a nice tan?), the new prime minister's faux-pas was quite unexpected.?Of the 52 world leaders at the summit, he was the only one who skipped Obama's speech.?He was also the only leader openly mentioned in the same speech ? a move widely interpreted as a demonstration of Mr. Obama's esteem.

Monti ? a former university headmaster and European commissioner with an understated, professorial manner ? seemed to fit in better than Berlusconi at international summits, making Monti well-suited to the task of restoring Italy's image abroad. It's one of the reasons Monti was chosen by the Italian Parliament to lead a transitional government when Berlusconi resigned last year.?

But while Monti has a better international reputation than his predecessor, at home he is much less respected.

As a crisis-time leader who was appointed, not elected, some view Monti as a lame duck hostage to a Parliament still controlled by Berlusconi's People of Freedom party, and to them the fact that he put a Freedom party lawmaker over Obama confirms this view.

The anecdote became a hit on the Italian blogosphere and reached Twitter's top trends, with many cracking jokes on the newly-acquired status of Mr. Cicchitto, a medium-profile politician.

Among the jokes: ?Pope Benedict had to postpone his meeting with Fidel Castro. He had to take a call from Cicchitto.?

Why these kids? Part One ? Mama'ing Again

Okay, another recent post was by the blogger asking why THESE kids?

(as I?m typing, I can see this is going to be multi-part)

One motive is put forward: money.

It is cheaper to adopt from foster care.? This *is* a reason people go this route, at least at first and to some degree.? I recently inquired on a situation where a birth mother was asking for someone with very specific requirements.? Well, *extremely* few adoptive families meet her requirements; I do.? So I inquired.? I sent my reply to the agency as well as a ?dear birthmom letter.?? The agency?s reply wasn?t about whether the birth mom would be interested in us or anything of the sort.? It was simply to let us know that the fees associated with this child would run about $36,000.? Seriously?? So what should this mother do?? She doesn?t feel she can raise the child and yet the handful of adoptive families who meet her requirements can?t afford to pay that sort of money before the child?s birth.

But with my three?? I won?t pay a dime towards their adoption.? The state will pay my attorney, the state?s attorney, the children?s attorney.? The state will pay for all the filing, paperwork, etc.? The state pays the adoption worker, her supervisor, the person who redacts the file, etc.? I don?t have a clue how much the actual costs are (though I?d guess a WHOLE lot less than $36K!), but my tax money and my neighbor?s tax money is paying for it.? And while they do?? I?m getting the foster care stipend that helps me take care of their needs whether their new suits and pretty dresses or their gymnastics and swim lesson or the new furniture and bikes.? They deserve the absolute best and I?m glad I had a year of a little more money to spend on them!? They came from so little.? The zoo, restaurants, fairs, pictures in the fields of wildflowers, homeschool programs, etc are so worth it.? They deserve anything and everything I can get them while the state is working out making them mine forever.

Okay, so the children come with an adoption subsidy also.? This is help after the adoption.? Some may call it a paycheck.? Well, maybe not.? Here, the adoption subsidy is a fraction of what the foster care stipend is. My kids? needs aren?t changing any as we finalize their adoptions, but the amount of help we?ll get to care for those needs will cut down to less than half.

Subsidy also includes help with medical. THANKFULLY.? Seriously, a lot of these kids have additional medical issues as well as ongoing mental health concerns.? They deserve as much help as possible.? Having secondary medical coverage will help CONSIDERABLY in getting them the services that they need!

It isn?t all-inclusive though! For example, medicaid will pay for speech therapy for a child as long as they are under the 13th percentile (btw, in public school here, it is the 7th percentile).? A child?s speech has to be pretty rough to be so low!? For example, one of my children?s speech is at the 11th percentile.? He is 40% intelligible by strangers and 60% by people who know him.? Our agency worker speaks to him about 3 times per month and ?can usually get the gist of what he?s saying? (her words).? Okay, so medicaid will pick up the difference between what our insurance will pay and what it costs to have our speech therapist out here until he gets over 13 percent.? Well, then? We either have to pay the difference (approx. $880 per month) or take him to a speech center where we can pay just a normal 10% co-pay.? Obviously, we?ll have to choose the latter despite the fact that that is very likely not best for him.

Subsidy also includes a number of post-adoption services.? We will get a small amount yearly towards summer camp (this amount changes yearly, but may be $100 or $300).? The children will be able to stay with their same therapist, a therapist who doesn?t take our insurance or the kind of Medicaid the state will give us.? The adoptive therapy/support group that costs $35 per session now will be free. Respite is offered.? Family therapy is offered.? Help finding information and services is offered.? I didn?t know all that was included in the subsidy, but I?m glad it is.

And then there is the Tax Credit.? Boy has this been something discussed a lot the last few years. See, the tax credit used to be just an amount that would offset the amount of tax you were required to pay.? The amount varies yearly, but it is around $12-13K per kid.? Well, in order to get to offset $12,000 of tax liability, a married couple has to have a taxable income (adjusted gross income minus deductions and exemptions) over $79,000.? To ask "Who is George Zimmerman?" -- as many are now asking -- is perhaps the wrong question. Undoubtedly, Zimmerman needs to be brought to justice in the tragic and unjust killing of Trayvon Martin.

The killing of Trayvon Martin demonstrates how insidiously pervasive racism remains in this country and reminds us how truly far we are from achieving racial justice.

A bigger question that must also be asked is "Who is Florida?" We could ask a question about the direction America is headed on race and violence but let's stick to Florida for a moment. While race is a fundamental factor in this case, and rightly stirring a national furor, I want to draw attention to levels of violence in Florida.

Florida is the fourth most violent state in the U.S. It is in America's Top 10 for most violent crimes per 100,000 people. It is also in the Top 10 for incarceration rates and police employees per 100,000 and near the top 10 for homicides per capita. In our U.S. Peace Index, it ranked near the bottom at 47th. Only Nevada, Tennessee and Louisiana are more violent. In short, there is a culture of violence in Florida that must be addressed when looking at George Zimmerman. He is not alone.

Florida does not understand how to keep the peace, despite its high numbers of police per capita. What we know from our index's strongest correlations, is that a state's ability to provide for its population in the following areas dramatically increases its capacity to lower its levels of violence: Graduate your students, insure your residents, provide access to basic services, lower poverty and inequality rates, and increase labor participation rates, and the less prevalent and pervasive violent crime, homicide, incarceration, policing and small arms trafficking will be.

Florida, then, must rethink its latest budget cuts, which have eaten away at education, health care, basic services and economic opportunity. If it wants to save money, there is another way -- by reducing violence. For example, if Florida reduced its violence by a mere 25 percent, savings would surpass $9.3 billion. Those are monies that state budget desperately needs. The equation is simple: Reduce violence, save money. But for some reason, Florida's state legislature remains undeterred in its efforts to cut policies that will ultimately prevent violence.

This tragedy must not only refocus America's attention on its pervasive racism but also refocus Florida's attention on preventing violence.

HB 4148 Amends the Property Tax Code to address tax liens placed against property which has been assessed one or more erroneous homestead exemptions.

HB 4940 Amends the Counties Code. In a Section concerning school facility occupation taxes, provides that if a county board imposes a tax pursuant to a referendum held before August 23, 2011 at a rate below the rate set forth in the question approved by a majority of electors, then, notwithstanding the imposition of the tax by the county board at such rate, beginning on the following January 1 or July 1, as applicable, the tax shall be imposed at the rate set forth in the question approved by a majority of electors of that county. Sets forth procedures that authorize the county board to reduce or discontinue the tax under specified circumstances. Sets forth requirements concerning when the Illinois Department of Revenue shall administer and enforce the change in the rate of a tax to be used exclusively for school facility purposes.

HB 5111 Amends the Small Business Job Creation Tax Credit Act. Provides that an employee who is employed in the service of the applicant for a basic wage for at least 35 hours each week or who renders a standard of service to the applicant that is generally accepted as full-time employment is considered a full-time employee of the applicant regardless of whether a W-2 is issued for the employee by a professional employer organization. Occupation Tax Act, Non-Home Rule Municipal Service Occupation Tax Act, or the Non-Home Rule Municipal Use Tax Act for expenditure on municipal operations, in addition to or in lieu of any expenditure on public infrastructure or for property tax relief. Effective immediately.

HB 5439 Amends the Property Tax Code. HB 5473 Amends the Illinois Income Tax Act. Provides that the net operating loss provisions which extend the life of net operating loss deductions that are temporarily suspended (or capped) also extends the life of pre-2003 losses that are suspended.

HB 5549 Provides a new income tax check-off on the individual income tax returns for Diabetes Research.

HB 5616 Amends the Will-Kankakee Regional Development Authority Law. Provides that the Will-Kankakee Regional Development Authority may issue bonds, notes, or other evidences of indebtedness in an aggregate amount outstanding not to exceed $250,000,000 (now, $100,000,000).

HB 5631, a Department of Revenue administration bill, amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers? Occupation Tax Act. Makes a technical correction concerning an effective date for a change in the definition of ?food for human consumption that is to be consumed off the premises where it is sold. Provides that, in the case of a return that is not filed at the required time, a notice of tax liability may be issued on and after each July 1, and January 1 for returns filed more than 3 years prior to that July 1 or January 1. HB 5761 Amends the Property Tax Code. Provides that all property owned by the Executive Board of the Mutual Aid Box Alarm System that is used for the public purpose of disaster preparedness and response is exempt from the taxes imposed by the Code. Also provides that property that is owned by the State, a unit of local government, or a school district and leased to the State, a unit of local government, or a school district is exempt. Provides that those leasehold interests are also exempt from taxation under the Code or any other provision of law.

HB 5774 Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that after the approval by ordinance of a redevelopment plan and designation of redevelopment project area, the plan may be amended and additional properties may be added to the redevelopment project area without notice, a meeting of the joint review board, or a public hearing if (i) the amendment adds additional properties that include dilapidated public bridges owned by the municipality and (ii) the municipality approves the amendment by ordinance before October 1, 2012. Sets forth requirements concerning notice of the changes.

HB 5866, another IDOR administration bill, and which amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department may revoke a certificate of registration, permit, or license of an entity that is in default for moneys due to the Department. Amends the State Finance Act to provide that the Department of Revenue may maintain a petty cash fund not to exceed $2,000. Amends the Illinois Income Tax Act. Provides that payments received in taxable years ending on or after December 31, 2012 from (i) the assignment of a prize under Section 13.1 of the Illinois Lottery Law, (ii) payments of winnings from pari-mutuel wagering conducted at a wagering facility licensed under the Illinois Horse Racing Act of 1975, and (iii) gambling games conducted on a riverboat licensed under the Riverboat Gambling Act are allocable to this State. Amends the Use Tax Act. Provides that retailers that do not possess a valid certificate of registration at the time the sale or sales are made upon which the discount is taken are not entitled to a vendor?s discount under the Act.
